A Pensioner Concession Card (or other health care card) does not carry a single annual monetary limit. It provides eligibility for multiple concessions, each administered separately with its own caps, thresholds, or usage limits.
Any dollar figure you see quoted online is either a typical estimate or a single concession cap - not a total for the whole card. The actual value depends entirely on your circumstances and usage.

Card Types & Access Levels
Not all health care cards provide the same concession access:
- Pensioner Concession Card (PCC) - Broadest access to concessions including vehicle registration and council rates
- Health Care Card (HCC/LIHCC) - Access to most energy and transport concessions, but often excluded from registration and council rates
- Commonwealth Seniors Health Care Card (CSHC) - Often excluded from registration and council rate concessions; usually still eligible for energy concessions

βΉοΈ Concessions Must Be Claimed
Most concessions are not automatic. You need to register your card with each provider (electricity, gas, water, council, etc.) to receive the benefit. If you lose your card, entitlements typically end immediately with no grandfathering period.
Commonwealth Benefits (All States)
In addition to state concessions, health care cards provide access to Commonwealth benefits:
- PBS prescriptions: Concessional rate per script for PBS-listed medicines
- PBS Safety Net: Once reached, further PBS medicines are free for the rest of the calendar year
- Medicare Safety Net: Lower thresholds for out-of-pocket medical expenses
- Bulk billing incentive: Doctors receive higher Medicare rebates for concession card holders

Note: "Rego fee" refers to the registration fee component only. Other components (CTP/TAC insurance, levies) may or may not be discounted depending on the state. Concessions apply to light vehicles only (under 4.5 tonne GVM).
Why This Matters for Planning
A small income increase can cancel your PCC and trigger the loss of multiple state concessions simultaneously. The effective marginal loss can exceed the income gained. This is why careful planning around income, assets, and Centrelink thresholds is important.
