Victorian Concessions Guide
State concessions for health care card holders in Victoria
This guide covers the main concessions available to Pensioner Concession Card (PCC), Health Care Card (HCC), and DVA card holders in Victoria. Each concession has its own eligibility rules and caps.
1. Motor Vehicle Registration

ℹ️ Additional Energy Supplements
Victoria also offers additional supplements for eligible cardholders:
- Medical Cooling Concession - for those with medical conditions requiring cooling
- Life Support Concession - for those using life support equipment at home
- Controlled Load Concession - for off-peak electricity usage

The council rates rebate in Victoria is only available to Pensioner Concession Card holders. Health Care Card and Commonwealth Seniors Health Care Card holders are not eligible for this concession.
5. Public Transport

6. Ambulance
