Western Australia Concessions Guide
State concessions for pensioners, seniors and concession card holders in WA
Western Australia offers a range of concessions to help pensioners and seniors manage everyday living costs. This guide covers the main WA state concessions available to Pensioner Concession Card (PCC), Health Care Card (HCC), DVA card holders and WA Seniors Card members. Many concessions are administered through the Concessions WA website.
1. Energy Assistance

ℹ️ Federal Energy Bill Relief
In addition to WA state concessions, the Australian Government Energy Bill Relief Fund provides energy bill credits to all WA households each financial year — no concession card required. This is applied automatically to your electricity bill.
2. Council Rates and Emergency Services Levy

- Seniors capSmaller capped annual rebate on rates
- RequirementMust own and occupy the property as principal residence on 1 July

⚠️ Seniors Card Requires Dual Cards
To access the rates rebate using a WA Seniors Card, you must also hold a Commonwealth Seniors Health Card (CSHC). The Seniors Card alone is not sufficient for rates concessions. PCC holders qualify automatically.
3. Water Concessions

4. Motor Vehicle Registration

5. Public Transport
- Seniors CardFree off-peak travel (9am–3:30pm & after 7pm weekdays, all weekend/public holidays)
- PCC holdersFree or concession fares on Transperth services
- CoversTrains, buses and ferries within the Transperth network
- RequirementSeniors SmartRider or Pensioner SmartRider card
- BenefitOne free return trip (or two singles) per calendar year on Transwa
- Without PCC50% discount on standard adult fare for Seniors Card holders

6. Ambulance

7. Other WA Concessions
Additional concessions may be available for eligible cardholders in Western Australia:
- Hardship Utility Grant Scheme (HUGS) — emergency help with electricity, water or gas bills if experiencing financial hardship
- Air Conditioning Rebate — for concession card holders in areas north of the 26th parallel (high heat zones)
- Australia Post — 40% discount on postage stamps for PCC holders
- Telstra — discounts on connection fees and home line plans for PCC holders
- Spectacles — subsidised glasses through approved providers
ℹ️ One-Stop Registration
In WA, registering through the Water Corporation automatically registers you for council rates rebates as well. This single application covers both water and rates concessions — making it much simpler than applying separately.
