Pensioner Concession Card: Benefits, Eligibility and How to Use It | RetirementCalculators.com.au

The Pensioner Concession Card: Your Benefits Guide

If you're on the Age Pension, you already have the most generous of the three concession cards Australia issues — the Pensioner Concession Card (PCC). The trouble is that almost no one tells you what it actually unlocks once you've got it. This page is a plain-English walk-through of the benefits, the practical things to do once your card arrives, and how it compares with the other two cards if your situation ever changes.

What's covered on this page

How the PCC works, what it unlocks at federal, state and council level, the practical steps to actually get the savings flowing, and how it compares with the Low Income and Commonwealth Seniors cards.

Key Point 1: What the PCC Is and How You Get It

The Pensioner Concession Card is issued automatically when you're approved for one of these payments:

  • Age Pension — including a part pension (you don't need the maximum rate)
  • Disability Support Pension (DSP)
  • Carer Payment

There's no separate application form for the card itself — the moment your pension or payment is approved, the card is issued. Your physical plastic card arrives in the post within a few weeks. The digital version of the card is available immediately through your myGov-linked Centrelink account, accessible through the Express Plus Centrelink mobile app.

Pensioner

✓ Even a small part pension qualifies you

This is one of the strongest reasons to apply for the Age Pension even if you'll only receive a small fortnightly part payment. The PCC itself can deliver more value over the year than the pension dollars — especially in states with generous concession schemes — so it's worth lodging the claim even if you're close to the cut-off.

Key Point 2: What the PCC Actually Unlocks

The benefits split into three tiers — federal (same Australia-wide), state (varies considerably) and council (varies even more). The PCC qualifies you across all three tiers, which is why it's the most valuable of the three cards.

Tier 1: Federal

Pharmaceutical Benefits Scheme (PBS) and Medicare

Australia-wide, the PCC gives you:

  • PBS prescriptions at the concession rate of per script (versus the general rate of )
  • PBS Safety Net — once your annual prescription spend reaches , further scripts are free
  • Bulk-billed GP visits at participating practices
  • Discounted Australia Post Keypass identity card
  • Subsidised hearing services through Hearing Services Program
Tier 2: State / Territory

Utility, Transport and Registration Concessions

Each state and territory runs its own concession scheme. The specific concessions and dollar amounts vary considerably, but most include:

  • Discounted vehicle registration and driver licence renewals
  • Electricity, gas and water utility rebates
  • Public transport concession fares (free in some states)
  • Free or subsidised public dental schemes (waiting lists apply)
  • Reduced motor vehicle stamp duty in some states
  • Discounted fishing and recreational permits

For specifics in your state, see your state concessions guide.

Tier 3: Local Council

Rates and Local Service Concessions

Most local councils offer rate concessions to PCC holders, partially subsidised by the state government. Specific concessions vary widely by council but typically include:

  • Council rates concession or rebate
  • Reduced charges for some council services (e.g. dog registration)
  • Discounted entry to council-run facilities (pools, libraries, cultural venues)

Contact your local council directly to register your card and confirm what's available.

Key Point 3: Practical Steps to Actually Get the Savings

Holding the card isn't enough — you have to register it with each provider you use. The card unlocks the right to a discount, but most providers won't apply it retrospectively if you don't tell them.

Once your card arrives, do these things:

  1. Register with your regular pharmacy. They'll apply the PBS concession rate going forward and your scripts will count toward the Safety Net automatically.
  2. Notify your electricity, gas and water providers. Each utility has its own concession application process — usually a phone call or online form. Concessions don't apply automatically and aren't backdated.
  3. Update your council. Phone or visit your local council to register for the rates concession. Some councils require an application form each year.
  4. Apply for transport concessions. Most states require a Senior or concession transport card — check your state's transport authority website for the application process.
  5. Update your motor registry. Vehicle registration and driver licence concessions apply at renewal time, but only if you've registered your card with the relevant state agency.
  6. Download the Express Plus Centrelink app. Carries your digital card on your phone — handy if you've left the physical card at home.

💡 What you might save (indicative)

Most cardholders save several hundred to a few thousand dollars a year, depending on their state, their medication usage, and which concessions they actively claim. Heavy prescription users see the biggest PBS benefit; renters and homeowners see meaningful state-level savings on utilities and rates. The actual figure varies too much by state and personal circumstance to give a single number — but for most retirees, the combined annual saving is substantial.

For specific dollar values in your state, see your state concessions guide.

If You Haven't Received Your Card

If you've been approved for a pension but the physical card hasn't arrived within a few weeks, log in to your myGov-linked Centrelink account and check the digital card is visible there. If it is, your card was issued — the postal copy may be delayed. If the digital card isn't there either, contact Centrelink on 132 300.

Lost or damaged card?

You can request a replacement through myGov by selecting "Request a replacement card" in your Centrelink profile. The digital version remains accessible while you wait for the physical replacement to arrive.

Not yet on the pension?

If you're approaching Age Pension age but haven't applied yet, the PCC will be issued automatically once your pension claim is approved. If you don't qualify for the pension itself, you may still qualify for the Commonwealth Seniors Health Card — different income limits, no asset test, similar PBS benefits.

How the PCC Compares With the Other Cards

CardEligibilityState concessions
Pensioner Concession Card (PCC)Receiving Age Pension, DSP or Carer PaymentMost generous
Low Income Health Care Card (LIHCC)Weekly income under (single) or (couple)Most state schemes apply
Commonwealth Seniors Health Card (CSHC)At Age Pension age, annual income under (single) or (couple)Fewer state schemes apply

The PCC is the most generous of the three — but you only have access to it while you're receiving an eligible Centrelink payment. If you ever lose pension entitlement (rising income or assets), check whether the CSHC applies instead.

About state concession amounts

Concession amounts vary considerably by state, council and individual circumstance. Use this page for the framework and the federal-level PBS figures (which are the same Australia-wide); for the specific dollar values that apply where you live, check your state's concessions guide. Concession schemes also change year-to-year as state budgets are updated.

Frequently Asked Questions

Do I need to apply for the Pensioner Concession Card separately?

No. The Pensioner Concession Card is issued automatically when you're approved for the Age Pension, Disability Support Pension or Carer Payment. There's no separate application form. Your physical card arrives in the post within a few weeks of pension approval, and the digital card is available immediately through your myGov-linked Centrelink account.

What happens to my card if I'm only on a part pension?

You still receive the full Pensioner Concession Card, with all the same benefits. Receiving even a small fortnightly part-pension qualifies you. This is one of the strongest reasons to apply for the Age Pension even if you only expect a small payment — the card itself can be worth significantly more than the pension dollars.

Do I need to show my card every time, or is it digital?

Both options work. Most chemists and providers can look you up by Medicare or Centrelink number, but you should still register your card details with each provider you use. The digital card lives in the Express Plus Centrelink mobile app and can be displayed when needed — handy if your physical card is at home.

What state benefits does the PCC unlock?

Each state and territory has its own concession scheme for cardholders. Most include discounted vehicle registration, utility rebates, public transport concessions, council rate reductions, and access to public dental schemes (with waiting lists). The specific concessions and dollar amounts vary considerably by state — check your state's concessions guide for current details.

Will I lose the card if my circumstances change?

You keep the card as long as you keep the pension. If your income or assets rise enough to lose the pension entirely, you also lose the PCC — but in that case you may qualify for the Commonwealth Seniors Health Card, which has different (and often more generous) income limits, no asset test, and similar PBS benefits.

Where to Next

The Pensioner Concession Card is the simplest of the three cards — it arrives automatically and stays valid as long as you're on the pension. The work is in registering it with each provider so the savings actually flow. Once you've done that once, the card pays you back every time you fill a script, renew your registration, or pay a council rates bill. If you're not yet on the pension, the priority is the pension application; the PCC follows automatically.

Not Sure If You Qualify for the Age Pension?

The PCC follows the pension automatically. Five minutes with the How Much calculator tells you what pension you'd receive, and therefore whether your card is on the way.
